Established in 1999, GCF (Global Certification Forum) is an organization jointly established by major GSM (or future UMTS) network operators and global leading terminal manufacturers. Its purpose is to ensure global inter-operability of terminals through an independent certification process. The GCF also invites test instrumentation developers to participate in GCF activities. Passing GCF certification means receiving approval from all GCF operator members.
